Since the arrival of the Mac App Store in 2011 (as an update to Snow Leopard) versions of Mac OS X and macOS have been available to download via the Mac App Store. However, that changed slightly. If you have NOT previously installed High Sierra, you can download and install this package (if running OS X 10.10 Yosemite or later) to install the latest BootROM version (you MUST reboot after installing the package to apply the firmware update). When installing, ensure your system is plugged in to power, or the update will not be installed.

The App Store Updates page only informs you of updates available for the OS you are currently running.

As you are running an older system then you are probably up to date on that system.
If you want to install a newer OS that is called an Upgrade.
Before upgrading make a full back up of your Mac.
